SSB OFFSET 1500Hz MAG FREQUENCY COUNTER

Hi Friends,
I am using the MPLAB IDE v8.92 to compiler the code from Hamradioindia, compressed file named "fc0v51r" ( attached )..
The original code below, worked very well.
After some test, I discover that the function for frequency sub_offset ( SSB mode offset for 1500Hz ) worked only at once, when I power on the counter at first time.
When power on again the counter, or do an reset, the function do not worked anymore! If I reprogram the PIC again, the same fact occured, once more!
I discover too, the EEPROM data field with information for sub_ofsset are changing!
I am trying to using the original hex file ( freq_counter.HEX) from HamRadioIndia, and the fact occour again!
So, the problem appears like an program "bug"!

I appreciate any feedback about elucidate this case.

To show what is happening with the EEPROM, please see the attached image of the data, at first power on, and after reset on second power on.
