How did HAM radio help during recent South Indian Floods?

I ask this as one of the main uses for ham radio is for emergency transmissions specially when normal mobile towers are not working.

I suppose this might be a very generic question ,but more specifically since a lot of state and central rescue agencies were active ,

1.How was ham useful in calling them to a particular affected area ?,
2.What are the emergency frequencies that are used to call for help?
3.Is the emergency frequency handled by one institution that receives all the emergency calls and directs appropriate forces to the affected area?

you may have to bear in mind that these Chennai floods ere unseen by any living person around. It was earlier a century and odd back. and perhaps you agree that any help would be possible under a specific situation.
